Cisco vpn on ipad

I used personal hotspot as well from iphone to connect to the same vpn on my ipad and there it worked without problems, so I assume the problem must be mavericks. I tried personal hotspot via cable or wifi with the same result. As soon as I am connected to a "regular" WLAN it works without problems. The negotiation with the VPN server failed.
