I am using qBittorrent and have 15mb/s max speed. Also, make sure you aren't mixing up Mb/s (Megabit) with MB/s (MegaByte). qB measures in MB MiB while most speed tests & ISPs measure in Mb/s. Based on what you wrote I can't tell if maybe you're already at optimal download speed. e.g. 15 Mb/s = 1.8 MB/s so maybe you're already maxed out.
